Dear UNCG Community:
The University of North Carolina at Greensboro is committed to adhering to all export control laws and regulations. Export Control regulates the transfer of information, commodities, technology and software considered to be strategically important to the United States in the interest of national security, economic and/or foreign policy. As such, these regulations affect a broad spectrum of university functions including admissions, human resources, international programs and travel, academic research, sponsored programs, technology transfer, accounts payable, and materials management and procurement.
It is important to note that exemptions from the regulations exist for published coursework (announced in our course catalogues or training, symposium, seminar offerings) and for “fundamental research” (basic and applied research conducted by an accredited U.S. Institution of higher education where no publication restrictions or other offending language exists). It is critical that every member of the UNCG community be aware of the Export Control Regulations so that we can work together to preserve these exemptions and prevent any violations from occurring. The penalties for export control violations are both civil and criminal in nature and under certain circumstances may be applied to you personally as well as the institution. These penalties include federal prison time of up to 20 years and fines reaching as high as $1,000,000 per violation. If you have any questions or concerns regarding UNCG’s policies and practices on export control compliance or your particular circumstances with respect to export controls, please contact Dr. Lisa Goble, UNCG’s Export Control and COI Policy Officer, and the university’s Export Control Empowered Official. The Empowered Official is the person who has legal authority to sign export control license applications and other requests for export approval on behalf of UNCG, and is responsible for developing and implementing Export, Import, Sanction Compliance policies, campus procedures, and awareness programs for faculty and staff.
